Stakeholder Analysis in the use of Biogas as a Blue Economy Implementation

Abstract
Blue Economy is a concept that combines economic development and environmental sustainability.The prioritizesof development blue economy in Indonesia are the utilization of natural resources for economic growth, community welfare and environmental sustainability.While the challenge of the development concept of it is one of them relies on the business world and the industrial sector amid the increasingly limited natural resources, and needs support and commitment from the government as a regulator to provide facilitation on the sustainability of the implementation that program. The analytical tool used in this research is MACTOR (Matrix of Alliances and Conflicts, Tactics, Objectives and Responses) to determine the relationship between stakeholders that interested use of biogas.Stakeholders involved in this are MSEs, in this case tempe chips craftsmen in Ngawi, tempe chips business cooperative, Regional Planning Board, Environmental Department, Cooperatives and Micro Small Enterprises, Economist and Environmental Experts. Based on the results of interviews, the results obtained that the use of biogas is very profitable but only can be used limited to household needs, can’t be used in industrial scale.SMEs are also not willing to do self-financing for the purchase of digester because the profits earned for most tempe chips makers have not so much, so it takes a long time to be in BEP condition. They are still dependent on the assistance of giving the digester to utilize biogas as an alternative energy source.Stakeholders who have a high level of influence and a low level of dependence are the Environment Department; Regional Planning Board; as well as Cooperatives and Micro Small Enterprises.The environmental expert and economists, the cooperative of tempe chips and small scale business have a high level of influence and high level of dependence as well.
