Missions and Activities of Project Manager for Developing E-Learning Systems

Abstract
The purpose of this paper is to give guidelines to the project manager about the missions and activities during developing e-learning systems. Project management is divided into general project management and technical project management. This paper examines several instructional design models such as ADDIE(Analysis, Design, Development, Implementation, and Evaluation), algorithmic-heuristic, minimalism, rapid e-learning model and it presents the characteristics of each model for developing e-learning systems. We select the ADDIE model because it is very generic and very yet successful. This paper presents the guidelines such as missions and activities to be conducted by the project manager in each stage for developing the e-learning systems in a general project management. There are a couple of categories such as cost management, schedule management, communication management, quality management, human resource management, scope management and risk management skills in the technical project management. This paper presents the guidelines such as missions and activities to be conducted by the project manager for developing e-learning systems in the technical project management. The expected contributions of this paper as follows; First, it is possible to be a cost-effective and reasonable project management for developing e-learning system. Second, it will be useful for the intended project management as a project manager, not intention of the developer for developing e-learning systems. Third, this paper can be used as the basis for project management guidelines when developing e-learning systems. Fourth, this paper will be able to use efficiently and effectively to project management the ACU (ASEAN Cyber University) project.
