Individual Entrepreneur As The Only Way To Reduce Illegal Taxis In Uzbekistan
Abstract
It is impossible to imagine a modern city without taxi. A taxi is one of the means of public transport used for transportation of limited passengers to any specified point with cost of travel by the meter or by contract with the driver. The strong point of taxi service is getting to any part of the city at any time with comfort in the shortest time, and non-stop schedule. But along with this there are some weaknesses such as the high cost of services; low passenger capacity; a large number of "illegals", etc. Illegal taxis often provide a low level of service such as late arrival or arrival at a wrong address, attempting to get more money than the declared rate. Frequent cases of attacks on passengers, getting into a traffic accident, transportation technically defective car, tax evasion, etc. Taxis, like all the passenger transport is a licensed activity. For the first time in the carting licensing was introduced in 1636 for the London coachmen before the advent of the cars themselves. By the license requirements in carrying out activities taxis are obligatory compliance with the laws, rules of transportation, environmental requirements, the implementation of measures to prevent traffic accidents. In Uzbekistan, the activities of taxi are carried out exclusively by legal entities, namely private commercial taxi cab companies. The specifics of our taxi companies in the fact that most companies do not have their own vehicles and take on the work the drivers with its own cars. Between the owner and taxi cab company a contract for the long-term car rental. All expenses for the repair and overhaul of the car, providing it with fuel, equipment safety devices, taximeter installation, maintenance the car in a good state shall be provided by the transport company. The number of taxis in our cities is limited by quotas, which in turn led to the monopolization of the transport companies. In terms of unhealthy competition, transport companies have ceased to fulfill their obligations to repair and maintenance, fuel, and only requires the driver to a fixed amount of daily revenue. Today, according to a survey of taxi drivers, the average cost of the daily revenue is 10 dollars. The driver of the transport company pays on average about $ 300 a month. The number of illegal taxis up to 50% of the total number of passenger cars on the streets. This leads to an increase in the number of road accidents, an increase in road deaths. The government actively struggles against illegal taxis. There is large fines including confiscation of the vehicle. But the drivers of illegal taxis that does not stop, because for them it is a necessary measure for existence. In a crisis, the only measure to solve this problem is individual entrepreneur as a taxi driver. This method is used in many countries, also in Russian. Individual entrepreneur is a person who conducts business on their own account alone makes decisions and takes full financial responsibility for its obligations. His reward becomes the resulting business profits and a sense of moral satisfaction he experienced from taking free enterprise. For people who have skills in certain sectors of production and services, entrepreneurial activity can be an additional source of income. For professions such as taxi driver, barber, dentist, financial consultant, and many others can be a major job. There is the possibility of combining operations with the basic work or study. He operates his own initiative, will, intuition, knowledge and skills. Individual entrepreneurship profitable for the state and for the drivers. Now from one taxi driver comes to the state budget (on average 10% of sales of transport companies), $ 30. Suppose the value of the patent would be $ 100. Even in this case, the for drivers it would cost three times cheaper than they are paying doubtful transport companies. For the state, it means an increase of income from the taxi more than three times. It is not profitable only for unscrupulous companies and their patrons of in the state bodies. Working in taxi, legally or illegally, it is primarily the work and it's better than selling drugs or engage in other criminal activities. Do not confuse the administrative and criminal liability. Do not forget that any fines must be proportional to the offence and the amount of damage to the state. Extremely large fines and confiscation of the vehicle is a direct violation of human rights. It is a violation of constitutional rights to property. The confiscation of the car to the state is a small amount, but for the person deprived of the means to exist. If people want to work, then they should not be limited in this, but rather create the conditions. The state should take care first of all about the people, not the transport company. We need to recognize the problem of illegal taxis and act for the benefit of ordinary people who are willing to work to meet their needs and are willing to contribute to the development of their country.
