The Role of Higher Education in Enhancing Social Entrepreneurship – The Case of Croatia

Abstract
This paper examines the role of higher education institutions in promoting and enhancing social entrepreneurship in Croatia. As societal challenges grow in complexity, the importance of social entrepreneurship as a tool for addressing social, environmental, and economic issues is increasingly recognized. Universities, as centers of knowledge creation and civic engagement, are uniquely positioned to foster a new generation of socially conscious entrepreneurs. The study combines a review of relevant literature with an analysis of initiatives implemented by Croatian universities aimed at encouraging social entrepreneurial thinking among students. Particular attention is given to curricular and extracurricular activities, partnerships with the non-profit and public sectors, and support mechanisms such as incubators, competitions, and mentorship programs. Findings indicate that while awareness of social entrepreneurship is on the rise in Croatian higher education, institutional support remains fragmented and often dependent on individual initiatives. The paper argues for a more strategic and interdisciplinary approach, involving policy makers, educators, and community stakeholders, in order to create a sustainable and supportive ecosystem for social entrepreneurship within the higher education framework. The study contributes to a better understanding of how academic institutions can act as catalysts for social innovation and inclusive development, both in Croatia and in similar socio-economic contexts.
