Abstract
This research develops a comprehensive framework to address barriers to green wall implementation, focusing on government-led strategies. An optimization model was constructed to prioritize solutions based on cost, feasibility, and multi-dimensional impacts. Data were collected through literature review and focus groups, identifying key barriers such as high costs, lack of awareness, and absence of policies. The model effectively aligns solutions with real-world financial and technical constraints. Overall, the framework offers a scalable tool for decision-makers to promote green walls and advance urban sustainability.
