AIR POLLUTION GOVERNANCE IN THE PERCEPTIVE OF MULTI-LEVEL GOVERNANCE: INDIA’S PRACTICES AND IMPLICATIONS
Abstract
Air pollution is a global governance challenge involving cooperation and conflicts among multi-level actors. Existing theories such as collaborative governance and network governance offer useful insights but still have limitations. Multi-level governance theory emphasizes the importance of maintaining institutional stability while coordinating various actors' efforts, thus overcoming previous theories' shortcomings. India, as a developing country, faces severe air pollution and struggles within its multi-level institutional framework. To resolve this issue, India must strengthen governmental and societal governance, while upgrading collaborative and network governance to improve its multi-level air pollution governance framework.
