EXPRESSING THE SPECIAL EXPERIENCE EMERGENCY MANAGEMENT OF URBAN FLOOD AND THE COMPREHENSIVE STORM WATER MANAGEMENT PLAN OF KANARAK PORT IN SOUTHERN IRAN
Abstract
Natural hazards are the potential for damages caused by natural events that are unavoidable, while natural disasters are the consequences of natural hazards and with disaster management, destructive effects and the scope of financial losses and loss of life can be avoided or reduces significantly. Floods play an important role in natural disasters and one of the most complex and destructive natural disaster which cause tremendous damages during decades.
In recent years, the change of trend from crisis management to risk management and emphasis on knowledge-based management has significantly improved the risk management of the flood system. Investigating the flood disaster and dealing with the issue of preparing emergency measures (EAP) according to the records of floods in coastal cities is of great importance. In this paper, by analyzing the occurrence of a catastrophic urban flood in the port of Konarak, in the south of Iran, in 2021, in which two years of rain occurred in the city only in three consecutive days, by presenting the experience of flood crisis management measures, the preparation of a comprehensive drainage plan is stated.
The results of studies and also the implementation of parts of the flood drainage plan showed that the result is a reduction in the risk of flooding in urban floods in Konarak port.
