Blue Economy for Regional Development in Iran

Abstract
The traditional approach to development views the transformation of variables that affect the creation of resources and wealth in the region as static, without taking into account the complex and dynamic environments. This makes it difficult to define new approaches for regional development. The blue economy emphasizes new areas of dynamic activity that are environmentally sustainable. It aims to achieve the optimal point in the transformation process to meet the region's new needs and also to prioritize sustainability. However, in Iran, the oceanic economy is not included in the main agenda of regional development, particularly in the national and regional planning system. The development of the Chabahar commercial-industrial free zone, which was first proposed in the theoretical framework of the development of Sistan and Baluchistan province in 1984, is considered the only oceanic port of Iran and the connecting point of the eastern corridor of Iran to the open waters. Despite the special position of the port of Chabahar, leveraging the ocean economy is not very visible and traceable. The article's aim is to connect the capacities of the oceanic economy or the regional endogenous development to internalize the effects of development. It aims to benefit from innovative economic activities and wealth creation from new sources. This is to form an integrated approach to development. To follow this path, the article first explains the ocean economy and its requirements. Then, it explains the regional endogenous development approach and its main hubs.
