Abstract
Abstract - The human resource is one of the most important pillars that institutions rely on, due to its enjoyment of the mind and the ability to be creative and thinking, and for this reason, the modern administration has increased its interest in the latter, which prompted it to invest in its energy and employ its mental, intellectual and creative properties. Accordingly, the transition was made from the traditional concern, which was known as the management of personnel affairs, to a more advanced and extensive concept to include human resources management, with its administrative and behavioral dimensions, to increase the utilization of its energies and place it in the correct organizational framework. Accordingly, human resource management, through all the jobs that it undertakes, must take into account the efficiency in its management of jobs and individuals. Where it began to pay attention to the human element as a tool and a strategic means to achieve its goals, which led many researchers and specialists in various administrative, social, psychological and economic fields to study it through various literature and theoretical studies that were presented for discussion and search for the main reason for the existence and emergence of institutions; On the grounds that for the institution it is its conscience and its beating heart, and it cannot do without him, his skills and his creativity.
