LITERATURE REVIEW OF URBAN TRANSPORT GOVERNANCE IN MOROCCO: COMPETENT INSTITUTIONS AND PLANNING

Abstract
Abstract: The concept of governance has become an important topic in the literature, and a focus for policy makers seeking to achieve development objectives, and to ensure success in the implementation of their decisions. In Morocco, the government has used this approach in the field of urban transport, and has engaged in an ongoing process of reform to launch the National Urban Displacement Strategy, and to rethink the institutional framework of public services in general, and urban transport in particular. The objective of this paper is to provide an overview of urban transport governance in Morocco, with a focus on the relevant local institutions, based on a rigorous literature review and analysis of the legal arsenal governing the implementation and operation of urban transport projects, an analysis of all the official studies and reports that have been prepared in recent years, and the exploitation of scientific contributions on the subject of governance and urban transport. An analysis at the end of this paper will highlight some weaknesses in the governance model in place for urban transport projects in Morocco.
