Factors Affecting The On-Time Completion of Naval Aviation Officer’s Course in Naval Air Warfare Training And Doctrine Center 50

Abstract
The Naval Air Wing (NAW) has always been focused in providing quality and extensive training programs for aspiring pilots and aircraft technicians through the Naval Air Warfare Training and Doctrine Center 50 (NAWTDC 50) as its training arm. However, in the conduct of the Naval Aviation Officer Course (NAOC), there are several challenges that affect its on-time completion. For the past five years, the time allotment for the NAOC training is not being followed as programmed and by the Doctrines, Education and Training Committee. Based on the report from the N8, there are training backlogs recorded in the Center. These are training courses which were not completed on time and are usually carried over in the following year. This descriptive study was conducted on the entire population of the naval officers in the Naval Air Wing (NAW) which has 86 in total. These respondents are naval aviators who are currently assigned at the Naval Air Wing during the conduct of the study. Data were collected by a valid and reliable survey questionnaire. The findings revealed that the domain pertaining to Instructors Pilots has been rated in a dramatic mean average of 2.90 which manifested that Instructor Pilots do not ensure students’ performance of training activities on time and do not minimize training disruptions in order to complete on scheduled. As a result, these become the key factors in the delay of Pilot Training Courses. On the other hand, 46 of the respondents see the creation of a Comprehensive Enhanced SOP for IPs’ Instructional Performance Evaluation for the IPs to adhere to as the most effective way to address the challenges for the on-time completion of the Pilot Training Courses in the NAWTDC 50 so that Instructor Pilots will be guided in their instructional performance in the center with utmost consideration to the time allotment of Pilot Training Courses that is stipulated in the Course Syllabus.
