License Plate Detection and Recognition based on YOLO and Deep Learning

Abstract
In recent years, governments are trying to implement latest technologies in order to have smart cities. In this cause, there are various steps being taken and one among them are intelligent and safe transportation of vehicles and detecting any sort of negligence and arrogance which might cause harm to other people. Monitoring the movement of vehicles according the specified rules is very important to avoid any inconvenience. Any car driver if found breaking the rules should be detected and appropriate penalty should be imposed. A robust and reliable vehicle detection is then a critical step. To solve this issue vehicle license plate detection is a very hot research topic. Various techniques are implemented to detect the vehicle through its license plate number. Advanced image processing techniques are applied and very recently machine learning algorithms are applied to recognize the license plate characters. Object detection techniques is the very recent methodology which can detect the vehicle from the captured images and further apply character recognition technique to detect the plate number. In this work we present the ability of applying a deep learning technique and a customized the object detection technique called YOLO. This can be done using UFPR-ALPR and AOLP datasets to test the proposed methodology. Keywords - License Plate Detection, Character Recognition, YOLO, Deep Learning.
