Accounting for Social Equity in Selecting Mitigation Strategies for Sea Level Rise
Abstract
Many people currently live in the coastal region and are vulnerable to the impacts of sea level rise (SLR) due to climate change. With the SLR, road segments near the waterbody are vulnerable and can significantly affect day-to-day movement. Governments and leaders are faced with the challenge of making investment decisions that could mitigate and adapt to some of the challenges posed by sea level rise. Decision tools, so far, have mostly focused on the economical optimization of available resources. This paper proposes to use quantified social equity and incorporate it into the optimization problem. As a result, the subsequent solution from the optimization function is not only optimal in utilizing resources but also fair and equitable.
