Continuous Development of Research Programs and Practices of a Schools Division in the Philippines: A 7-Year Program Evaluation

Abstract
This research aims to evaluate research performance of the Schools Division of Zambales for the last seven years. The researcher gathered the relevant documents such as the annual reports, schools division memoranda pertaining to research congress, and reports from the Planning and Research Unit. It concluded that capacity building programs conducted in 2021 are 11 times higher than in 201, there is a difference of 25 outputs produced in 2019 and 2015, there is no consistent pattern in the number of external participation in the schools division, internal publication in 2015 is higher than all the other years combined, and there is no consistent pattern in the number of external publication in the schools division. Subic, Botolan, and San Marcelino, and Botolan are the top three performing districts in terms of research in the last five years. Teaching and Learning as a research theme composed the 85% of the total research outputs from 2015 – 2021. Research productivity significantly declined due to pandemic. The results of the study could be disseminated to higher officials for possible revisiting of existing policies and practices. A Strategic Research Action Plan (SRAP) was also proposed.
