Strategy to Increase Maturity Level that Effect Quality Culture of Bumn in Indonesia (Case Study at Pt XX)

Abstract
Maturity level is a state of complete, perfect, or readiness to fulfill a job. PT. XX is one of the largest construction service SOEs in Indonesia and is recorded as having a Quality Management System certificate based on ISO 9001:2015 International Standards. This paper aims to analyze the strategies needed to increase the level of maturity that affects the quality culture at PT XX. Based on the literature review of the maturity level of quality culture and the content and construct validity assessment of practitioners, 5 variables were identified to measure the maturity level of quality culture, namely ad hoc, repeatable, define, managed and continuous. There are 55 indicators or measurement items from these 5 variables which have been developed into a complete questionnaire. Questionnaires were distributed to all employees at PT XX, with a total of 27 responses. Furthermore, processing the percentage of maturity level at PT XX and gap analysis on each question item will then be compared with the optimal conditions according to the validation that has been obtained from practitioners and the results of previous studies that have measured the level of maturity of the quality culture of state-owned construction companies in general. This study identifies variables and indicators of the maturity level of a quality culture that are valid and reliable, consisting of 5 variables and 46 indicators. The results of processing the percentage of maturity level at PT XX show 65% mature and are at level 4 (Managed) which is a difference of 1% when compared to the results of the maturity level of quality culture in state-owned construction companies in general, which is 64% mature. Based on gap analysis on each question item and some considerations of literature studies in previous studies, 38 indicators were found that did not meet the expected optimal criteria/conditions. Furthermore, 24 improvement strategies were formulated for indicators that did not meet optimal conditions to increase the level of maturity that affected the quality culture at PT XX. This study is the first attempt to measure the maturity level of quality culture and analyze the strategies needed to increase the level of maturity that affects the quality culture of the state-owned construction company at PT XX.
