Assessment the Overall Risk Levels of Public-Private Partnership Projects of Electric Vehicle Charging by using a New MCDM Method under Interval Type-2 Fuzzy Sets
Abstract
Because of great attention to the clean energy in the world, projects of electric vehicle greatly increased all around the world. The lack of charging infrastructure in the developing country has become a major problem. In this situation, government uses private sector to improve the charging infrastructure. Assessment the risk factors in this condition is inevitable. In this paper, the important risk factors are identified. Moreover, the weight of important risk factors is determined by using a new version of BWM method. Furthermore, the overall risk levels of public-private partnership charging projects (PPPPs) is specified by using a new hybrid ELECTRE-VIKOR method. To tackle the uncertainty of risk identifying, weighting, and ranking in the practical situations, interval type-2 fuzzy sets (IT2FSs) is applied. ITFSs provides more space for experts to cope with the uncertainty. The extended weighting and ranking methods are developed under the IT2FSs. Finally, an example in the field of electric vehicle charging projects (EVCPs) is provided.
