17 Community Capability and Social Vulnerability to Flood Hazards in Waterfront Settlement Semarang City

Abstract
Crucial issues regarding climate change impacts such as sea-level rise will cause the vulnerability in coastal areas which has threatened the socio-economic conditions of the community. One of the settlements that experienced the effects of climate change occurred in Tambak Lorok, North Semarang District. Tambak Lorok is a coastal area in Semarang, which has slum settlement conditions. The purpose of this paper is to determine the correlation vulnerabilities and community capability as an impact from the tidal flood disaster that occurs in the coastal settlement. The method used is quantitative with scoring analysis techniques and descriptive analysis. For this correlation shows a positive relationship. Areas with high levels of vulnerability turned out to have a high capability of the community to deal with tidal flood disasters. The result shows that even though the population is at a high level of vulnerability, they will be able to overcome. Assessments related to community capacity to deal with social vulnerability are estimated to be able to overcome tidal in the region based on indicators: health, education, gender, family responsibilities, and people's livelihoods.
