Municipal Competencies in Economic Development: Case of Slovenia

Abstract
The article put an emphasis on the normative analysis of the competencies that Slovenian municipalities possess in the field of economic development. Slovenian municipalities are the only form of local government in the country, therefore the relations between the state on one side and local government on the other define competencies on all public policies, including the economic development. Through our normative analysis we have found out that local government units in Slovenia, namely municipalities, have very limited scope of competencies and therefore weak influence in the field of economic development, and that majority of competencies are tightly tied to the state and its administrative apparatus.
