Buddhism rejects any kind of punishment which leads to physical or mental harassments. Even though, it doesn't convey the fact that the punishments are not applicable. Buddha as a spiritual leader has used himself punishment for the wellbeing of the "Maha Sangha" (disciples) The way of punishment in Buddhism is more democratic and the wrong doer willingly accept and confess his own fault and accepts the punishment accordingly.
