Commercial District Type Community Organization Interaction and Community Governance-A Case Study of Taichung Xiang-Shang Market and Zhongxiao Night Market
Abstract
Various community development associations have been established in numerous places in Taiwan during these years. Many exemplary models have been successfully created under the promotion of the government and each community organizations. However, community development associations were mostly built in traditional rural areas, but because of the large population concentrated in the cities, the success stories of those community development associations couldn’t benefit more public. Therefore, this study took the concept of community governance to explore the development of the commercial district type community. Through the concept of community governance, this study analyzed at two different cases in the urban area of Taichung. From the different public aspects of transportation, health, industry, etc., the development of the commercial district type community was collected and explored. In addition to gaining an in-depth understanding of the strengths and weaknesses of the community, it was also important to compare the interactions between different commercial district organizations in the two regions through conducting in-depth interviews. This paper studied the two cases of Zhongxiao Night Market and Hsian-Hsun Market, and concluded that the conditions for the establishment of community governance model are:
(A) Necessities to strengthen the relationship by establishing norms
(B) Interaction of roles among organizations
(C) Public sector policy promotion and cooperation with private sector
(D) Create a community interaction model by accumulating social capital, and use the interaction between organizations to observe how the community solves the public problems it confronts.
