Abstract
The globalization and reform are hot issue of Thai politics . It has been extensively debated. The phenomenon is beneficial for the Thai society as it causes people have awareness about how the world’s system has an impact on the Thai society. This papertry describe the capitalist states, it has the ruling class that dominate the society. Consequently, many government policies are generally developed to serve the benefits of this class. However, other policies that yield benefits to the general public can be implemented only if they do not affect the class. Keywords - Relative Autonomy ,Municipality.
