Planning of Rescue and Evacuation Operations for Marine Accidents Using An Iterative Scheduling Algorithm

Abstract
We focus on the design of a fast approximation algorithm for real-life evacuation of people at sea. The typical disaster response goal considered is maximization of the number of saved people during the evacuation operation, taking different groups at risk into account (children, women, seniors etc). This study is devoted to the presentation of a new mathematical rescue-evacuation model and the design of a fast solution method for real-time emergency response for different population groups, and different modes of rescue and evacuation transportation, e.g., lifeboats, salvage ships, sea robots, helicopters etc.) based on the iterative utilization of the scheduling algorithm introduced by Leung and Ng (2017).
