Enhancing Regional Innovation System: Evidence from Denmark
Abstract
The aim of this paper is to show how industry, academia, and government technological collaboration can be enhanced to lead to actual success in the business world. I suggest a model based on my research into case examples froma Danish Industrial PhD program (I-PhD). Currently, this approach is not used in conventional industry-academia-government technological collaboration, although the numbers of collaborative research cases and patent applications have increased.To address this situation, there is a need for a new collaborative approach that can produce better results from the viewpoint of social implementation. As a methodology, I investigate overseas cases thatresult in distinctive innovations.My hypothesis is that it is necessary to "foster social capital for better collaboration" in aknowledge-based society rather than the traditional approachof pursuing an ideal match among the related parties. My study of the Danish Industrial PhD program provides evidence supporting my hypothesis. I-PhD is a doctorate degree program that encompassesindustry-academia-government project-based collaboration in Denmark. It is a practical programthat aligns with industry’s perspective and actualcorporate projects and has a mechanism forindustry-academia-government collaboration involving the creation of actual innovation. Based on myinvestigation, it isclear that Denmark’sI-PhD program is a strongcooperative model, particularly helpfulfor small and medium sized firms that cantake advantage of the diversity of the human capitalinthe program. For comparison, I use previous academic study fromAnsell,Chash, Gash, and Alison (2008) as a theoretical framework to verify that the actual human interaction in theI-PhD program is effective. The I-PhD program can be regarded as a so-called trans-disciplinary educational activity as well as a"super-interdisciplinary" activity, meaning that new results are createdfrom different viewpoints and ideas through collaboration amongmultiple academic fields.
