End to end Computerization in Public Distribution System in Telangana, India

Abstract
Food security is a major concern in India. The National Food Security Act (NFSA), 2013 in India seeks to provide subsidized food grains to approximately two thirds of India's population. The Targeted Public Distribution System (TPDS) is a major programme to provide food subsidies and enable the NFSA. The state of Telangana, India has combined a series of technology innovations in their TPDS to enhance the effectiveness of the public food distribution system. This study examines the technology innovations and their impact in public food distribution system in the state of Telangana in India. The study was carried out by administering a structured questionnaire to nearly 1250 beneficiaries and 50 Fair Price Shop owners across ten districts of Telangana. It also covers the perspective of the Government stakeholders across the ten districts. It was observed that the initiatives improved the timely and regular delivery of food grains, reduced corruption, leakages and diversion of food grains and enhanced transparency. For developing countries, managing food security is a major concern area. The technology innovations in this study can be considered for adoption to improve the effectiveness of similar programmes in a developing country context.
