Local Administration Decentralization Policy: A Case Study of an Amalgamation of Local Administrative Organizations

Abstract
The objective of this was to study the decentralization policy on local administration focusing on the amalgamation of the local administrative organizations. This study was a qualitative research. The findings indicated that the suitable local administration should have only two levels; provincial administrative organization, and municipality. However, the sub-district administrative organization should become the municipality. In addition, some small sub-district administrative organization should be consolidated and changed to be a big municipality. There were some disadvantages of the amalgamation since the big municipality cannot serve the needs of the local people. The people may face difficulties to access the public services. The procedure of public administration would be more complex. This also led to a monopoly controlled by local influential person. However, the amalgamation had some key reasons such as to minimize the number of the sub-district administrative organizations, and to obtain efficient provision of public services for the people.
