Factors Influencing The Use of Open Government Data Among user Innovators at The Firm Level

Abstract
The governments of various countries have encouraged user innovators at thefirm levelto useopen government data (OGD) to develop innovative products and services to bring about social and economic benefits. This study examines the factors influencing the use of OGD among user innovators at the firm levelin Taiwan to fill a gap that previous studies do not adequately address.Based on the technology–organization–environment (TOE) framework, this studydeveloped a research model integrating the following factors that are central to use decisions of user innovators at the firm level: perceived benefits, perceived barriers,top management support, government support, and competitive pressure. The study examined this model through survey data from firms with use and innovation experience in OGD in Taiwan.The results show a significant positive relationship among top management support, competitive pressure, and OGD use by user innovators at the firm level.This study contributes to offering other countries a valuable reference regarding OGD initiatives at the early stages, and has significant implications for practitioners ofbusiness information management.
