INTERNET EXCLUSION AND THE FUTURE OF LEGAL REGULATION RELATING TO INTERNET ACCESS
Abstract
Today, a majority of households, at least in most countries around the world, have access to the Internet. The Internet is a phenomenon allowing the use of a variety of online services. However, not everyone has the desire or the skills to use the Internet. It is not always possible, and in most cases extremely rare, to use online services in the traditional (analogue) way. Against this background, the problem of compulsory Internet use arises, a phenomenon that seems to interfere with human rights. Therefore, it is necessary to conduct research on whether and what digital (Internet) exclusion may mean, and whether and how to counteract it. The study presents the results of related research, indicating how Internet access should be regulated in the future.
