An Integrated Framework For a Government Organization�s it Solution Based on a Survey and Case Study in Saudi Arabia

Abstract
The vast majority of government organizations use a hierarchical, bureaucratic structure, which leads to poor communication and many difficulties when an organization needs to apply a new information system or a new approach to enhance or automate the business process. Even though the process seems to be efficient, the hierarchical structure causes a critical delay. This paper suggests an integrated framework to analyze the gap between the business process and the bureaucratic steps that are imposed by the organizational structure sequence (the chain of command). The paper then puts forward many phases help a government organization to insert a new information system or to enhance its processes, supported by a new way to make the current structure flexible enough to support the business process and plan for optimal solutions in the government environment.
