Public Participation in Prevention and Resolution of Narcotic Drugs in Fiscal Year 2019

Abstract
The purpose of this study were 1) To study the evaluation of project development of strong villages/communities against drugs consisting of the evaluation of objectives, requirement, resources, problems, environment and history (Context), framework, interested persons, strategies, budget, researches (Input), management, development, operation, counseling, follow up and recommendation (Process) and results, effects, efficiency, adjustment, longevity (Product) 2) To evaluate the performance and achievement according to the framework of the authorities and people involved (the establishment of strong villages and communities, organizing a leader, developing the surveillance system, strong community learning center, and request to receive the royal fund 3) To assess the impact of the project by evaluating people’s satisfaction to the performance and results of the project and 4) To assess the satisfaction of authorities of the relevant departments for the integration, coordination practice and promote the implementation of strong villages/communities against drugs according to the strategic plans for prevention, suppression and treatment of addicts by selecting the education areas consisting of 14 provinces as follows 1) 6 villages of Nakornpanom Province 2) 6 villages of Mookdaharn Province 3) 6 villages of Surin Province 4) 6 villages of Srisaket Province 5) 6 villages of UbonRatchathani Province 6) 6 villages of Bureerum Province 7) 6 villages of Sakaew Province 8) 6 villages of Chantaburi Province 9) 6 villages of Trad Province 10) 6 villages of Choomporn Province 11) 6 villages of Ranong Province 12) 6 villages of Chiangrai Province 13) 6 villages of Chiangmai Province 14) 6 villages of Maehongsorn Province, totaling 84 villages with 15 people in each village. There were a total of 1,260 people, including 100 representatives of Mass Relations Development Group, 10 speakers of Creative Process Network of Village Leaders and 5 speakers of Mother of the Land Fund, collaborating with 50 representatives of agencies in the areas obtained by using random sampling with convenient method selection. The research result was found that regarding the satisfaction analysis of people in the working area of the Mass Relations Development Group, people in the area satisfy the service provided by the authorities at the highest level with an average of 4.68. The data analysis result of authorities in the Mass Relations Development Group represent an average score of the development evaluation of strong villages/communities against drugs in overall by evaluating the village according to the indicators of 84 villages. It was found that each village had the score of the development evaluation of strong villages/communities against drugs in overall at A level, representing an average score of 93.56. Furthermore, it was also found that each area had different problems in terms of cooperation and strength of the community and the addicts, including drug types of drugs which are different in each area as well as addicts behavior and getting treatment.
