An Ex-post Performance Evaluation Method for Road Projects in Quebec, Canada

Abstract
This research proposes a solution to a recurring problem related to transportation projects in Quebec, more specifically in Montreal. The problem relates to the lack of a proper performance evaluation method afterthe end of any construction project (ex-post), including transportation projects. Some projects do not fulfill the objectives that were initially specified, causing them to be labelled as failures. An effective project performance evaluation is crucial for future developments and can save substantial amounts of money byunderstanding what went wrong. This research project develops an ex-post performance evaluation method,specifically for transportation projects. The current projects are being built relying on estimates, forecasts and projections. Although crucial in selecting construction projects,the overall success of a projectshould be examined against those estimates. Thus, a systematic approach to keep track of what was constructed, reviewing and measuring successful and unsuccessful practices,is extremely important. We conducted a survey in Quebec to examine the weight (importance) of various criteria for road users and transportation experts. Our survey results show that both experts and average road users ranks safety as the most important factor for transportation projects, followed by travel time and environmental impacts. The survey’s results were then used to conduct a multi-criteria analysis in order to evaluate the Highway 25 project in Montreal. Our multi-criteria analysis indicates that the overall score of the project increasesfor the ex-post evaluation, which implies a successful project better than ex-ante evaluations. Our proposed approach offers a framework that could be applied to all transportation projects, helping decision makers evaluate projects after their implementations.
