Individual Freedom Framework Determination Method: Assessment on Negative Freedom Concepts and Positive Freedom by Berlin

Abstract
The clash of assurances of individual freedom and its importance often creates conflicts especially in the plural based society. Some argued that individual freedoms should not jeopardize the independence of other individuals and threaten the interests and values inherent in the society. While some argued that every free mankind must enjoy the absolute freedom of the individual and the limitation to its minimal. In fact, in creating a harmonious society, the security of both should be well balanced. Hence, this study aims to identify the existence of the principles used in identifying the boundaries of individual liberty with the interests of the current society. It will also touch on the extent to which the government can make laws based on the interests of the community regarding individual freedom. The scope of this study is limited to exploring the principles of freedom and the constraints outlined in the concept of freedom by Berlin. In addition, this study will based on the use a library research-based approach to two (2) key concepts of freedom namely the concept of Berlin's negative and positive freedom. The results will answer the question of how far a person is considered independent without interference with other individuals and the society and how far the government can interfere with the freedom of an individual.
