The Relationship Among Hands-On Making Attitude, TVE Policy Acceptance and Perceived Value

Abstract
The lack of technical professionals is often attributed to a serious gap between the education system and business needs or the current learning and training profile does not conform to the industrial environment. Therefore, Taiwan announced the (Technical and Vocational Education Act) in 2015 to promote a stronger training mechanism for the labor market. In Technical and Vocational Education Act, Articles 25 and 26 stated that the teachers teaching professional subject in technical and vocational educational institutions, specifically in first item of Article 25, stated that “Technical Vocational College Professionals such as teachers in vocational subjects or technical subjects should have more than one year of industry experience in the field of teaching.” On the other hand, Article 26, paragraph 2 “schools with technical subject, teachers teaching technical subject, professional and technical staff or professional and technical teachers, are required to have cooperation with industry or vocational schools that are related to teaching every six years and conduct at least half a year of research or research related to professional or technology.” Furthermore, Articles 25 and 26 of the "Technical and Vocational Education Act" are eagerly discussed by Taiwanese vocational schools and technical teachers. However, (Department of Technological and Vocational Education, Ministry of Education) pointed out that the current number of technical teachers participating in the study and research is still low. Thus, this is the motivation of the study. In Articles 25 and 26 of the Technical and Vocational Education Act, is hoped that the practice chain between teachers and industry will be strengthened, so that teachers can deeply understand the latest technology trends, and thus effectively reduce the gap in learning. The characteristics of vocational schools are “learning while working”, improving learning effectiveness and accumulated practical experience through practice, making both theory and practice equal, having a good hands-on attitude, directly and indirectly helping professional improve their technical skills. It is obvious that hands-on attitude is important for both technical students or technical teachers. Therefore, this study uses the hands-on attitude combined with the push-pull theory and the expectation value theory to construct a model of the acceptance of the vocational education policy, using the structural equation model for verification. The results of this study showed: (1) hands-on attitude is positively related to environmental pull and personal push; (2) Environmental pull and personal push have significant positive help to the perceived value of the “Technical and Vocational Education Act” and deep in skill learning; (3) Hands-on attitude is an indirect positive correlation between the “Technical and Vocational Education Act” in eliminating the perceived value of the dropin learning.
